Chandramohan Azad (Jeetendra) is an employee and a union leader. His zeal and hard-work is detested by some of his fellow-workers and his employer, Sinha (Pincho Kapoor). He is framed for the murder of a fellow union worker and sentenced to jail for several years. After his release, he finds out that his brother-in-law, Deshbandhu (Utpal Dutt) is an MLA, and his sister (Seema Deo) is content with the way the things are. Chandramohan's right to assert what is truthful and right is frustrated at every attempt by a corrupt society and law enforcement officers. Will Chandramohan continue to fight inequality or will he himself become part of the system he fights now?

Dinanath is a freedom fighter married to Bharati. During the freedom struggle, though freedom is won but, he looses Bharati - who leaves as she is affected by leprosy. He is given shelter in Bharat Nagar - as four underworld dons of Bharat Nagar.

This melodrama has a love triangle between Gohar/Dr. Rasik/Dilp Kumar along with a national twist. Leading a life of boredom typical of the colonized leisure class, Vinakumari (Gohar) an her lover Dr. Rasik (Bilimoria) suddenly come across a Gandhian ashram run by Dilip Kumar (Sandow) and other social workers. Vinakumari dedicates herself to the cause of the poor while the ashram faces problems: an entertainment carnival set up by urban businessmen leads the villagers into temptation, a famine breaks out and rapacious landlords, including Bakshiji (Bawa), Vinakumari`s guardian, demand money. Eventually Dr. Rasik too joins the group, providing much-needed medical assistance to the workers in the disease-stricken countryside.
